PRECA Scholarship Guidelines
ARTICLE I: GUIDELINES, OVERVIEW OF THE PROGRAM
A scholarship is awarded to an applicant from a low-income family. The applicant must possess an exceptional academic record in high school, leadership abilities and sound community involvement.
All scholarship applicants are subject to a screening process by a selection committee. A majority vote from members of the committee will determine the winner.
A PRECA selection committee will process the applications as follows:

Review of family annual income level and proof thereof. If income is above PRECA's cut-off level, the application will not be considered. No review of applicant's academic qualifications will be carried out.

If the applicant’s household family income is below the determined threshold, the applicant's grade average will be reviewed. Only applicants with a grade average over 90% will be considered.

If the applicant’s grade average is 90% or above, the supporting documents, including transcripts, letters of recommendations, personal essay, etc. will be reviewed.

If more than the needed number of applicants pass the review, the top candidates will be selected and ranked by the committee. As needed, the committee may also conduct its own further process into the applicant and/or his/her family's background.

The committee will then circulate the results of its work and provide summary information on the qualifications of the top candidates to the general PRECA members.

The scholar(s) for the year will be selected by a majority vote of the PRECA members and will be notified either by email or letter after May 15 of the calendar year.
If no applicant meets the family income requirement and the minimum grade average criteria, PRECA will not select a scholar for the year.
Scholarship money is given to enable the awardee to attend a college or university of his/her choice and may not be used in any other way but for education.
RULES AND PROCEDURES
To be eligible for scholarship consideration, the applicant must meet the following principal criteria:

1.) Must come from a low-income family. The cut-off annual household income level is Ph 150,000/year (amount is subject to change) and will be reviewed and determined yearly by PRECA.

PRECA scholarships are need-based. Given equal academic qualifications of two or more applicants, the one with the lowest family income will be selected.

Proof of income level will be through provision of copy of income tax return filed by the applicant's parents in the previous year or if parents are tax exempt, a certification from the town's treasurer.

Deliberate misrepresentation of the family income in the scholarship application is grounds for automatic disqualification of the applicant.

Comparison of income levels of applicants will consist of only gross income and number of family members and not the level of family expenditures. For certain extraordinary circumstances, such as continuing expenditures for major medical problems of an immediate family members, etc. a case by case consideration will be made.
2.) Must have a minimum grade average of 90%.
3. ) Must be a graduate from any high school in General Tinio, Nueva Ecija, Philippines.
4. ) Relatives of PRECA officers and/or members of the Board of Directors within the fourth degree of consanguinity shall be deemed ineligible to apply for a scholarship.
To continue receiving the scholarship money, the awardee is bound by the following rules:
1.) Maintain a minimum grade point average of 2.25 and must not have a grade lower than 2.75 in any subjects.
2.) Send an email to PRECA every month. Noncompliance may result in the withholding of scholarship money and three infractions may result in the removal of an awardee from the scholarship roster.
3.) Submit a copy of registration at the start of each semester and copies of final grades at the end of each semester. Said requirements would determine the scholar's continuing eligibility to the scholarship.

If a student withdraws from school for any reason, the scholarship award is cancelled immediately. However, if the withdrawal is due to illness or a temporary disability, the student or a family member is required to provide PRECA with a written notification accompanied by a medical certificate. In such case, the scholarship award shall be set aside for a maximum of one year and after that the scholarship award shall be deemed withdrawn.
